Recently, my country has introduced a number of policies to curb the blind development of "two high" projects and clarify the entry threshold for chemical and other industries, but the illegal launch of "two high" projects is still the main problem exposed in the second round of central environmental protection inspections, especially coal. chemical project. For example, Jinzhong City, Shanxi Province blindly launched a number of coking projects with high water consumption, high energy consumption, and high pollution, involving construction without approval, illegal water intake, and illegal sewage discharge. Wastewater treatment is the focus of the battle against pollution. However, in the second round of central ecological and environmental protection inspections, it was found that some chemical parks and chemical companies did not strictly control wastewater treatment, and problems such as "three wastes" direct discharge and excessive discharge were still prominent. For example, the infrastructure construction of Ningyang Chemical Industrial Park in Tai'an City, Shandong Province is poor, and industrial sewage has been discharged directly for a long time. Enterprises in Jiangyin Gangcheng Economic Zone, Fuqing City, Fujian Province also have the phenomenon of stealing waste water. A large amount of domestic sewage is discharged directly into the sea without treatment, and the task of upgrading and upgrading the sewage treatment plant has not been implemented. Shanxi Taigu Hengda Coal Gasification Company has been illegally discharging pollutants for a long time, and Taigu District has been waiting to see the implementation of rectification. The Longyuan Sewage Treatment Plant in Ningjin Salt Chemical Industry Park, Xingtai City, Hebei Province continued to go its own way after being investigated and punished for falsifying and tampering with monitoring data.
In addition, many of the exposed cases also involve the ineffective disposal of chemical solid waste and hazardous waste. Many of them have been investigated and dealt with by the environmental protection department before, but the relevant units are still perfunctory rectification and fraud. For example, China National Chemical Group Guizhou Tianzhu Chemical Co., Ltd. sent barium residue directly to the slag yard for landfill, and the average concentration of barium and its compounds in the barium slag leaching solution exceeded the landfill standard by 12 times, and the problem remained after false rectification. The slag yard of the two chemical enterprises affiliated to China National Chemical Corporation Haohua Honghe Chemical Co., Ltd. is seriously polluted, and they dispose of hazardous waste in violation of laws and regulations, resulting in soil pollution in the plant area and prominent environmental violations. The problems also include the illegal dumping of solid waste in the Yellow River by Shaanxi Longmen Coal Chemical Co., Ltd., and the ineffectiveness of promoting comprehensive utilization of phosphogypsum resources in Huanggang, Xiaogan, Xiangyang and other cities in Hubei Province.
It is reported that the second round of central ecological and environmental protection inspections lasted nearly 3 years. From July 2019 to April 2022, it covered 31 provinces (cities and districts), 6 central enterprises and 2 ministries and commissions, and accepted a total of 28.7 10,000 cases, 285,000 cases have been completed or completed in stages.
