Globalpu News: Recently, the Ministry of Industry and Information Technology, the Ministry of Water Resources, the National Development and Reform Commission, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the State Administration for Market Regulation jointly released the "Industrial Water Efficiency Improvement Action Plan".

Industry is one of the most important water-using sectors in my country. In 2021, industrial water consumption will be 104.96 billion cubic meters, accounting for 17.7% of the country's total water consumption. Since the "13th Five-Year Plan", the efficiency of industrial water use has been significantly improved. The national water consumption per 10,000 yuan of industrial added value has dropped from 58.3 cubic meters in 2015 to 28.2 cubic meters in 2021, and the reuse rate of industrial water above designated size has increased from 89% to 92.9%. %. However, water saving and efficiency improvement in the industrial field still face problems such as mismatch of industrial structure layout and water resources conditions, low water reuse rate in some industries, insufficient utilization of unconventional water, and shortcomings in key technologies and equipment.

The "Action Plan" proposes that by 2025, the national water consumption per 10,000 yuan of industrial added value will drop by 16% compared with 2020. The water efficiency of key water-using industries has been further improved. The water intake per ton of steel in the iron and steel industry and the unit water intake of major products in the paper industry have decreased by 10%. The unit water intake of major products in the petrochemical and chemical industry has decreased by 5%. down 15%. The level of recycling of industrial wastewater will be further improved, and efforts will be made to achieve about 94% of the recycling rate of industrial water above designated size nationwide. The industrial water-saving policy mechanism will be more complete, the water-saving awareness of enterprises will be generally enhanced, the water-saving production mode will be basically established, and a modernized pattern of coordinated development of industrial water use and development scale, industrial structure and spatial layout will be initially formed.

The Action Plan proposes 12 specific tasks in 6 areas.

The first is to strengthen innovative applications and accelerate the promotion of water-saving technologies. Support industry associations, scientific research institutes, universities, etc. to carry out basic research on industrial water saving and innovative research on applied technology, explore the establishment of industrialization innovation strategic alliances, support relevant units to create water saving technology innovation project incubators, innovation and entrepreneurship bases, and strengthen intellectual property protection. and application, and strengthen the research and transformation of key core technologies. Formulate industry norms for industrial water-saving equipment, publish a catalog of industrial water-saving processes, technologies and equipment encouraged by the state, formulate technology promotion plans and guidelines for supply and demand docking, and select and promote a batch of advanced and applicable water-saving technical equipment.

The second is to strengthen the transformation and upgrading, and improve the water efficiency of key industries. Encourage industrial enterprises, parks, and agglomeration areas to carry out water-saving assessments of production processes and equipment, implement industrial water efficiency improvement and transformation, and promote the integration and optimization of water systems. Carry out industrial green and low-carbon upgrading and transformation actions, and guide financial institutions to give priority to green credit to support water efficiency improvement and transformation projects. Focus on key water-use industries, support enterprises to carry out water-saving and carbon-reduction technology transformation, encourage qualified central enterprises and parks to implement digital carbon-reduction transformation, explore the establishment of a new model of water-saving and carbon-reduction cooperation between upstream and downstream enterprises, and promote water-saving and carbon reduction collaborative transformation.

The third is to strengthen open source and reduce expenditure, and optimize the structure of industrial water use. Focus on steel, petrochemical, textile, paper, food, non-ferrous metals and other industries, and create a number of demonstration enterprises and parks for wastewater recycling, focusing on water-deficient areas such as the Beijing-Tianjin-Hebei, Yellow River Basin, and water-sensitive areas such as the Yangtze River Economic Belt. Create a batch of innovative pilot projects for efficient recycling of waste water in the integration of production and city, form typical application scenarios that can be replicated and promoted, and promote the recycling of industrial waste water. Encourage coastal enterprises and parks to increase the direct use of seawater and the application of seawater desalination technology, encourage qualified mining areas and surrounding industrial enterprises and parks to build a batch of mine water classification treatment and quality utilization projects, and encourage enterprises and parks to establish and improve rainwater collection and storage. Utilization, rain and sewage diversion and other facilities, strengthen the construction of pipeline network, and expand the scale of industrial utilization of seawater, mine water and rainwater.

The fourth is to strengthen benchmarking and compliance, and improve the water-saving standard system. Promote the establishment of water-saving enterprises and parks in various regions, select water-saving benchmark enterprises and parks, apply for national water efficiency leader enterprises and parks, establish a three-level water efficiency demonstration and leadership system, and strengthen industrial water efficiency demonstration and leadership. Formulate a plan for the formulation and revision of industrial water-saving standards, accelerate the formulation and revision of relevant standards for improving industrial water efficiency, strengthen the acceptance of standards in the water-saving industry, encourage participation in international standardization activities in the field of water-saving, and improve the industrial water-saving standard system.

The fifth is to strengthen the production of water and promote the development of water-friendly industries. Strictly implement the production capacity replacement policy, strictly control new production capacity, promote the withdrawal of backward production capacity in accordance with laws and regulations, accelerate the development of advanced manufacturing and strategic emerging industries, increase the proportion of industries with low water consumption and high output, and continue to optimize the structure of the water industry. In Beijing-Tianjin-Hebei and the Yellow River Basin and other regions, accelerate the recycling of wastewater and the utilization of unconventional water such as seawater, reclaimed water, and brackish water. In the Yangtze River Economic Belt and other regions, we will fully implement cleaner production, strengthen the improvement of chemical parks, and promote enterprises along the river to increase The recycling and utilization of waste water shall be strengthened, and the regional industrial water efficiency shall be improved according to local conditions.

Sixth, strengthen digital empowerment and improve management service capabilities. Promote the improvement of water efficiency management systems in enterprises and parks, and strengthen the provision and management of water measuring instruments. Promote the upgrading and transformation of existing digital platforms in high-water-use enterprises and parks, carry out intelligent management and control, pipeline network leakage monitoring and other system construction, explore the establishment of typical application scenarios of "industrial Internet + water efficiency management", and improve the level of digital water efficiency management. Promote the research and development, production and application of new and intelligent water-saving measuring instruments, select water efficiency improvement system solution service providers, build a specialized and special new "little giant" enterprise in the field of water efficiency improvement services, and build a "water efficiency improvement third-party service library" ”, to improve the ability of intelligent water-saving service.
