Globalpu News: In 1991, my country joined the Montreal Protocol on Substances that Deplete the Ozone Layer. Since 2011, my country has implemented the "Phase-1 Hydrochlorofluorocarbons (HCFCs) Phase-out Management Plan for the Polyurethane (PU) Foam Industry", and by the end of the first-phase phase-out plan, my country has realized the HCFCs in the PU foam industry in 2013. Consumption is frozen at the limit level (49,020 tonnes) and exceeds the first phase (ie by 2015) compliance target of a 10% reduction from the baseline level.

In 2016, my country officially began to implement the "Phase II HCFCs Elimination Management Plan for the PU Foam Industry". At present, my country has achieved the goal of reducing the baseline level by 30% in 2018 and by 45% in 2020. It is expected that the consumption of HCFCs from the baseline level will be reduced by 80% in 2023, and by 2025, the PU foam industry will have only 3,000 tons of HCFCs left for use in the spray foam industry.

The second stage will continue to support enterprises to carry out production process transformation, use combined polyether enterprises as a hub, provide downstream small and medium-sized enterprises with technical and raw material support, and carry out technical assistance activities, etc., to achieve complete HCFCs in the PU foam industry by 2026. The final compliance target for phase-out.

In October 2018, the Ministry of Ecology and Environment issued the "Announcement on Prohibiting the Production of Refrigerator and Freezer Products, Refrigerated Container Products and Electric Water Heater Products Using Monofluorodichloroethane (HCFC-141b) as a Foaming Agent", realizing these three Complete phase-out of HCFC-141b in this sub-sector.

It is planned to enact a ban on the use of HCFC-141b in the thermal insulation pipe and solar water heater sub-sectors by the end of 2022, and a ban on the use of HCFC-141b in other sub-sectors except the spraying sub-sector by the end of 2024 >, Promulgate a ban on HCFC-141b consumption in the PU foam industry by the end of 2025.
