Globalpu News: In order to standardize the construction and certification management of chemical industry parks and improve the level of safe development and green development of chemical industry parks, the Guangdong Provincial Department of Industry and Information Technology recently issued the "Guangdong Provincial Chemical Industry Park Construction Standards and Certification Management" Implementation Measures" (draft for comments).
The "Measures" clearly put forward 11 construction standards for chemical industrial parks. In terms of environment and emergency management, chemical parks should carry out planning environmental impact assessment and overall safety risk assessment in accordance with the law, and have effective management capabilities such as safety production, environmental protection, and emergency rescue. The management agency should issue a catalogue of “prohibited, restricted and controlled” hazardous chemicals that adapt to regional characteristics and local conditions.
In terms of hazardous waste management, chemical parks should have the ability to collect and standardize all the hazardous wastes generated. According to the production situation of hazardous waste and the capacity of utilization and disposal of hazardous waste in the region, the capacity for utilization and disposal of hazardous waste shall be established as a whole.
In addition, the chemical park should also be equipped with specialized centralized treatment facilities for chemical production wastewater and a supporting pipe network for dedicated or open pipe transportation in accordance with the requirements of classified collection and quality treatment. Emission standard, etc.
The identified chemical park should also meet the construction standards and other detailed requirements of the park. The "Measures" specifically pointed out that chemical parks that have not passed the certification will be disposed of. First, rectify within a time limit according to laws and regulations, improve supporting facilities, and eliminate hidden safety and environmental risks. During the rectification period, the chemical industry park shall not build, renovate or expand chemical projects; if the requirements are still not met after the rectification period expires, it shall be properly closed in accordance with laws and regulations.
The second is to close down in accordance with laws and regulations, and no longer undertake chemical projects. The park will be included in the key supervision area, and relevant enterprises in the park will be regarded as key monitoring points, various measures for safety risk management and control will be implemented, and the existing chemical enterprises in the park will be properly disposed of.
